This series comprises meeting minutes for the Emerald Tourist Railway Board (ETRB) (VA 1617). The minutes relate to the full range of responsibilities and activities of the Board discussed at the meetings, subsequently documenting the operation and management of the steam railway (known as Puffing Billy). The minutes record the names of board members, and potentially guests, present at the meetings, as well as amendments to previous minutes and agenda items with any decisions made. At the beginning of each volume an index to matters considered by the Board is included.
