Verdict: PASS. Authorization-boundary degradation under a verification-to-execution delay, executed on IBM Quantum ibm_marrakesh (Heron r2, 156 qubits), qubit pair Q_A=5 / Q_P=6, 8,192 shots/arm across 8 arms with an in-situ SPAM gate. All four preregistered PASS conditions (Field 20) were met. Expired and replayed authorizations did not execute the payload; fresh reverification restored ALLOW. ALLOW fidelity held across 0–2 µs delays (S_A ≈ 0.988 → 0.983). This characterizes the boundary mechanism on a single device under stale-authorization delay; it is not a general security proof.
