Dataset: Citation Analysis of ICRC Customary IHL Study Rules (Annex to 'Limits of Creation')

This dataset accompanies the chapter: Ilya Ivanov, 'Limits of Creation: Mixed Results in Developing New Rules Through the ICRC's Customary IHL Study', in Cologne Studies on International Peace and Security Law (Kölner Schriften zum Friedenssicherungsrecht) (Baden-Baden: Nomos, forthcoming).The dataset contains citation analysis of all 161 Rules in the ICRC Customary International Humanitarian Law Study (2005), compiled from data originally gathered by Milanovic and Sivakumaran (2022). It includes raw citation data from domestic courts, international courts and UN documents; expanded individual rule references extracted from range citations using Power Query; per-rule citation summaries with categorisation (IAC-to-NIAC, IHRL-inspired, other humanitarian, accountability-focused, not developed); and aggregate category-level analysis.
