Under Regulations published on 31 December, 1900 procedure adopted for appeals to the Board was, briefly:Appeals to the Board by an officer were required to be lodged in writing through the permanent head of the department in which the officer worked. An officer dissatisfied with any decision of the Board regarding grade, position, or salary affecting him, or the classification of the work performed by or assigned to him, may appeal within 30 days in writing to permanent head of department. The permanent head of department was required to lodge the appeal with the Board within 7 days.The officer and permanent department head were to be advised by the Board of date and time of the hearing so that they could attend.Not less than two members of the Board were to sit to hear the appeal, although the Board may delegate to any one of its members the right to hear the appeal of an officer stationed outside of the county of Cumberland. In most instances the hearings took place before the full Board, however on some occasions only two Board members were present. The evidence given in all cases, on oath, was taken down in full by shorthand-writers attached to the Board's staff.The officer could appoint an agent or counsel to represent him before the Board.The procedure in regard to giving evidence and addresses were, subject to the provisions of the Act, in accordance with the practice of the Supreme Court in the trial of civil issues.(1)These are transcripts of evidence heard before departmental boards including those of appellants against the 1911 regrading. They show the date and place of hearing, names of members of the departmental board, name of shorthand writer and name of officer whose position and salary are being examined together with proceedings.
