GCC Building-Efficiency Performance Evidence Dataset

This dataset supports a comparative public-document analysis of eight selected building energy-efficiency implementation mechanisms across all six Gulf Cooperation Council (GCC) member states. The release contains metadata for 38 analytical official records, a fixed 26-source core corpus, mechanism-selection documentation, a six-function coding architecture, a complete 48-cell evidence-to-code audit trail, paired human coding and adjudication records, robustness checks, and sensitivity analyses. The dataset is designed to support transparent and reproducible analysis of how formal building-efficiency mechanisms publicly specify measurement, verification, method codification, assurance, acceptance or performance consequences, and institutional retention or aggregation of performance evidence. E/P/R/N are categorical evidence states and are not maturity scores or country rankings. The dataset supports inference about publicly specified evidence-governance arrangements only. It does not establish enforcement, institutional capability, programme effectiveness, causal effects, or realised savings unless these are explicitly documented in the underlying official source.
