ISSUES REGARDING THE OF PRACTICAL IMPLEMENTATION OF THE PRINCIPLE "IT IS NOT THE PEOPLE WHO SHOULD SERVE STATE BODIES, BUT STATE BODIES THAT SHOULD SERVE THE PEOPLE"

This article examines the practical implementation in Uzbekistan of the principle that state bodies must serve the people. It analyzes the principle as a legal and institutional standard of citizen-centered governance rather than solely as a political declaration. The study combines doctrinal analysis of national reform instruments with comparative assessment of public-service institutions in Uzbekistan and Georgia and with secondary indicators on government effectiveness, electronic government, and corruption control. The results show substantial progress in the accessibility and digitalization of public services, including Uzbekistan’s entry into the very high E-Government Development Index group in 2024. At the same time, accountability indicators reveal a continuing gap between formal commitments and their consistent enforcement in administrative practice. The article argues that digital platforms and one-window service centers must be supported by clear administrative procedures, independent oversight, measurable service standards, and effective citizen-feedback mechanisms. It concludes with recommendations aimed at strengthening institutional accountability and aligning every day public administration more closely with the constitutional idea of popular sovereignty.
