Abstract This paper proposes a unified structural framework for planetary evolution based on discrete hexagonal lattice dynamics (\mathbb{H}) rather than traditional gravitational-only models. By synthesizing mechanical strain variables, a Mod 9 lattice invariant, and the 3I pulse sequence (8\text{-}13\text{-}8\text{-}5\text{-}13\text{-}8), we derive a predictive 0.09549\text{ Hz} ultra-low frequency (ULF) resonance signature. We present a series of empirical test protocols—focusing on ionospheric drive, telluric current injection, and solar-conjugate monitoring—to validate this model as a robust alternative to standard plate tectonic theory.
