Municipalities and Townships concerned by areas where resources are found to be inadequate, other than exceptional, in relation to needs. They are defined by ministerial decree, either in basins, sub-basins, fractions of sub-watersheds, or in aquifer systems. Then they are adapted locally by prefectural decrees in whole municipalities.
