PUMS — Project — Railway Transport — Florence Metropolitan City

The Urban Plan of Sustainable Mobility (PUMS) is the strategic document that aims to guide urban mobility policies for the next 10 years.Regional rail transport is able to make a strategic contribution to the efficiency of the public transport network of the Metropolitan City. The choice of the PUMS was to refer to the model of exercise “Capillari” as it has the greatest scope for integration at territorial level in peripheral areas and the obligation to reserve adequate capacity also for crossing the node of Florence. The “capillari” scenario through an infrastructure project of accessibility to all stations/stops in the urban area in Florence, starting from those directly connected to the tram network, is able to constitute a powerful system of capillary distribution of demand directly through the carrier network, without necessarily burdening, on the automotive urban network.Regarding the completion of the high-speed rail system in the node of Florence, the PUMS, confirming the forecast of the AV sub-crossing, can only reiterate and reinforce the request for the upgrading of the surface rail node highlighting the need to ensure all the measures that allow the surface track network to operate a railway service of a metropolitan and urban nature to ensure adequate accessibility to users of the Florentine metropolitan area.The drafting of the PUMS is based on a scenario logic, aimed at verifying and comparing the effects of various possible strategies for the governance of mobility: the Reference Scenario (i.e. the interventions that can be carried out independently of the PUMS because they are already planned-programmed and already provided with financial coverage), the Plan Scenario (i.e. the infrastructural and non-infrastructure interventions, additional to the Scenario of reference that meet the general and specific objectives set by the PUMS), the evolutionary scenario. The geographical data of the PUMS published refer to the three scenarios of the plan contained in the approved tables.The Florence Metropolitan Council initiated the procedure for the drafting of the metropolitan PUMS and SEA verification with Resolution No 121 of 19 December 2018 and by Resolution of the Metropolitan Council No 24 of 21 April 2021 definitively approved the Pums-Urban Sustainable Mobility Plan of the Metrocity.
