PROBLEM TO BE SOLVED: To provide a used paper processor capable of properly controlling a fiber concentration by preventing overflow of a liquid from a storage part even when an error occurs at a liquid level detection part. SOLUTION: The used paper processor 1 is assembled with: a storage part for storing a liquid containing fiber obtained by stirring a used paper together with water; a takeout part provided at the storage part to take the liquid containing fiber out from the storage part; a liquid level detection part for detecting a liquid level of the liquid containing fiber stored in the storage part; and a control part 8 for controlling the liquid containing fiber to be subjected to a desired processing; wherein the control part processes the liquid containing fiber based on at least one of a detection result of the liquid level detection part and a take-out amount of the liquid containing fiber taken-out from the takeout part.
