监测计划填报分为年度填报和季度填报，企业用户可通过平台实现在线进行监测计划数据填报，根据核算边界设置中配置的各类排放源源汇/物料以及设施排放源源汇/物料填写该物料的低位发热量、消耗量、单位热值含碳量、碳氧化率等内容。支持下载离线模板进行填写后在系统上导入。"

Prior to the start of the next reporting cycle, the reporting entity shall develop a monitoring plan and submit it to the provincial competent authorities for filing on time. The reporting of monitoring plans is divided into annual and quarterly reporting. Enterprise users can conduct online reporting of monitoring plan data via the platform, and fill in details including the low heating value, consumption volume, carbon content per unit heating value, and carbon oxidation rate of the relevant materials based on various emission source sinks/materials and facility emission source sinks/materials configured in the accounting boundary settings. The platform supports downloading offline templates for manual filling, followed by importing the completed documents into the system.
