there is really no regulatory obligation for the Department to have an enforceable legal document on port spatial planning. Nevertheless, because of the socio-economic challenges, it was nevertheless important that the Department should have a document presenting the vocations of the ports.Since the transfer of competence from ports to the Department, planning choices have been systematically made after a process of consultation between the Department, users, communities, and State services. This pattern is none other than the culmination of all these reflections for more than 15 years. This scheme of port vocations, conceived as a living guide to port occupation in non-granted departmental ports, is therefore fully consistent with this logic of mastering the port space as suggested by the above key documents on maritime spatial management. It must thus allow for better exchange with administrations and users in the light of the decisions taken by the Department and with regard to the needs of users of the artificial maritime public domain entrusted to the Department.
