WASHINGTON,D.C.(Feb.20,2024)–Despitetheglobaleradicationofsmallpoxmorethan40yearsago,theBipartisanCommissiononBiodefensereportssmallpoxandotherorthopoxvirusesremainasignificantthreattopublichealthandtodayreleasedanewplanwithnineactionablerecommendationsfortheAdministrationandCongresstosignificantlymitigatethebiologicalrisktoourNationandtheworld.Justthismonth,epidemiologistsattheAlaskaDepartmentofHealthreportedthefirstknownfatalcaseofAlaskapox,anovelorthopoxvirusfirstidentifiedin2015.BoxthePox:ReducingtheRiskofSmallpoxandOtherOrthopoxviruses(clickthetitletoviewthereport)detailshowAlaskapox,smallpox,andotherorthopoxvirusesposesignificantrisksduetotheirpotentialforweaponization,accidentalrelease,andvulnerabilityofpopulationswhostoppedroutinelyvaccinatingagainstsmallpoxinthe1970s.“Withamortalityrateofthirtypercent,thetraditionalglobalstrategyofreactingtobiologicaleventsaftertheybeginisnotviableforadiseaselikesmallpox.Theimpactofathirdofthepopulationperishingwithintwotothreeweekswouldbecatastrophicforsociety,nationalsecurity,andtheglobaleconomy,”saidformerU.S.SenateMajorityLeader,CommissionerTomDaschle.“Thereisnobenefitinwaitingandeveryreasontoactnow.Byimplementingtheninerecommendationsinournewplan,wecanensurethecontinuedeliminationofsmallpoxandaddressthethreatofdiseasescausedbyorthopoxvirusespreemptively.”ExpertswhohavespokenwiththeCommissionworrythatthecurrentcontentsoftheU.S.StrategicNationalStockpiletocombatsmallpoxaredepletedorexpired,withnotnearlyenoughvaccine,antivirals,andothermedicalcountermeasurestodealwiththeconsequencesofanattackwiththisdisease.“Shouldasmallpoxattackoccur,wewouldneedtoimmunizewithin7daysforthevaccinestobeeffective,”saidformerMichiganCongressmanandformerChairmanoftheHouseofRepresentativesCommitteeonEnergyandCommerce,CommissionerFredUpton.“Therewouldn’tbeenoughtimetomanufacture,procure,distribute,anddeliverenoughsmallpoxvaccines,antivirals,anddiagnosticteststoprotectourNationorpreventthediseasefromspreading.ThisCommissionurgestheAdministrationandCongresstoreassessthecontentsoftheStockpileandensurethattheyarecommensuratewithtoday’sthreats.”Additionally,theCommission’splandetailswhytheIntelligenceCommunity(IC)mustreinvigorateitseffortstoproducebiologicalintelligence.OvertheyearssincetheUnitedStatesceaseditsownbiologicalweaponsprogram,theICreduceditsemphasisonthebiologicalweaponsthreat.Today,however,thethreathasneverbeengreater.Thegrowthofsyntheticbiologyalsomeansthatevennon-stateactorscouldhavethecapacitytoproducesmallpox.TheCommissionrecommendsthattheCentralIntelligenceAgencyidentifyactivitiesoccurringinforeignlaboratoriesinvolvedinbiologicalweaponsresearchanddeterminethephysicaldispositionofpreviouslyweaponizedsmallpoxproducedbytheFormerSovietUnion,amongotherintelligenceactions.TheCommissionalsorecommendsthattheDepartmentofDefensemakessureU.S.andalliedmilitaryforcescanfightandwininareasbiologicallycontaminatedwithsmallpox.Thisisnotimetodependonoldpersonalprotectiveequipmentandfiltersthatwearoutindaysorweeks.
