This collection archives instruments and planning materials related to the building damage assessment survey for Wave 1 of the Lumberton, NC Field Study conducted by the Center for Risk-Based Community Resilience Planning, a NIST-funded Center of Excellence. The survey was designed to gather specific types of information on the physical structure of the housing unit itself at the time of the flooding. The damage assessment survey was designed with three main goals: (1) inspect the general physical condition of buildings (i.e., building type, foundation type, construction type, house dimensions, number of stories, building year, construction quality and maintenance condition), such that a general damage state assessment at the building level ranging from 0 to 4 could be provided to measure the effect of damage level on other engineering and social science parameters; (2) record the high-water mark location observed on the structure or another nearby physical reference point and determine the flood source if possible (e.g., surface flooding, sewer backup, drain pipe); and (3) record more specific assessments of the external and the internal damage sustained by the structure and its contents to make a detailed (component-based) damage assessment. In general, flooding without significant flow velocity results in damage to contents and non-structural components in buildings, and Lumberton was no different.
