防汛抗旱应急指挥解决方案

方案以视频应用为核心，利用已建视频资源，横向拓展视频资源应用范围，通过资源整合、自然灾害风险物联感知辅助监测预警；纵向提升视频资源对防汛业务的支撑能力，实现汛期水位识别、重点风险点人员入侵（滞留）、避难场所人数统计等的智能识别，并进行分级分类监测预警，结合融合通信实现跨部门统筹协同、在线可视指挥、事故闭环处置，达到防汛抗旱“看得见、呼得通、调得动”的目标，提高风险隐患预警防控能力和灾害应急救援指挥能力。 1、智能分析告警：通过前端监控设备智能算法分析或后端集中智能分析，自动监测防汛抗旱相关风险，异常告警智能联动处置。 2、统筹融合指挥：通过融合通信打通电话、短信、集群、单兵、会议等通信系统，实现指挥救援时跨部门会商研判。 3、可视化指挥调度：系统整合现有视频监控数据及各类移动终端视频，在应急处置过程中做到精准判断，保障救援“看得见”，“可视化”指挥调度。

This solution takes video applications as its core, leveraging existing deployed video resources. It horizontally expands the application scenarios of these video resources, and carries out auxiliary monitoring and early warning for natural disaster risks through resource integration and IoT-based perception. Vertically, it enhances the supporting capability of video resources for flood control operations, realizing intelligent identification of water levels during flood seasons, intrusion (or lingering) of personnel at key risk points, population statistics in evacuation shelters, and other related tasks. It also implements hierarchical and categorized monitoring and early warning. By combining converged communication, it achieves cross-department overall coordination, online visual command, and closed-loop disposal of accidents, meeting the goal of "being visible, reachable and deployable" for flood control and drought relief work, and improving the capabilities of hidden risk early warning, prevention and control, as well as disaster emergency rescue command.
1. Intelligent Analysis and Alerting: Automatically monitor risks related to flood control and drought relief via intelligent algorithm analysis on front-end monitoring devices or centralized back-end intelligent analysis, and trigger intelligent linkage disposal for abnormal alerts.
2. Overall Coordinated and Integrated Command: Break through the silos of various communication systems including telephone, SMS, trunking communication, individual portable terminals and conference systems through converged communication, enabling cross-department consultation and analysis during rescue command operations.
3. Visual Command and Dispatch: The system integrates existing video surveillance data and videos from various mobile terminals, enabling accurate judgment during emergency response, ensuring that rescue operations are "visible" and supporting "visual" command and dispatch.
