Purpose-free equity per inhabitant. The purpose-free equity includes the fiscal reserve and the balance sheet surplus/loss. It serves to cover future expenditure surpluses. The basis is the Consolidated Community. The budget of the school community is allocated in proportion to the budget of the Polish municipalities. Conversion of the accounting model from HRM1 to HRM2 from the financial year 2019.
