Identifying the Risk Factors Hindering the Application of Value Engineering in Construction Projects of Developing Countries: A Case Study of Iran

Value engineering (VE) has been recognized as an effective method for achieving the best value for money for clients in the construction industry. However, experiences with value engineering in projects across various developing countries, including Iran, suggest that consistent and acceptable results have yet to be achieved using this method. The purpose of this study was to identify and prioritize the barriers to the success of value engineering in civil engineering projects. Therefore, a comprehensive literature review was conducted, and a questionnaire survey was performed with 14 experts to validate the findings. Based on the results of the content validity, factors were ranked among 234 value engineering experts using the Friedman ranking test.
