Because no nationally representative household survey or complete administrative register is available, the report adopts a triangulated approach that combines direct published estimates, sectoral loss estimates, and a bottom-up household-based calculation.[1] The findings suggest that the most plausible range for looted or lost personal assets is US$20–35 billion, with a central estimate of US$22–27 billion.
