Replication Data for: Active International Actors Accompaniment, Reputational Costs and Colombia’s 2016 Peace Agreement Implementation

This research develops a concept of active international actor (IA) accompaniment, arguing that such accompaniment effectively shields off domestic opposition to implementing the peace. When signatories allow international actors to accompany the peace implementation process, IAs create international reputational costs for domestic actors and agencies should they shirk implementing the peace. Analyses of the implementation of 578 specific commitments in the 2016 Colombian agreement found that low implementation status of provisions draws IAs, the IA accompaniment in general, and the level of IA accompaniment, in particular, increases the implementation of peace agreement provisions. Findings establish how IAs support post-war peacebuilding.本研究提出了主动型国际行为体（International Actor，IA）伴行这一概念，并论证指出此类伴行可有效阻隔国内针对和平协议落实进程的反对力量。当和平协议签署方允许国际行为体参与和平落实流程时，若国内行为体与相关机构怠于履行和平协议义务，IA将使其承担相应的国际声誉成本。针对2016年《哥伦比亚和平协议》中578项具体承诺的落实情况分析显示：协议条款的落实进度越低，越容易吸引IA介入；总体而言，IA伴行机制，尤其是IA伴行的实施水平，均能显著提升和平协议条款的落实成效。本研究结论阐明了国际行为体助力战后和平建设的具体路径。
