Lind’s development plans and land use plans: In connection with the planned conversion of an existing residential building in the area concerned, it was established that the fixings of the development plan for the residents concerned constitute unintended hardship. In particular, the number set in the current development plan of a maximum of one full floor and the inadmissibility of drains no longer correspond to today’s principle of an economical use of land, since both fixings prevent the expansion of the attic floor for residential purposes and thus significantly complicate both the subsequent use of old building materials intended by the local community and the subsequent compaction.
