按照权力清单和责任清单，全面梳理编制电子证照目录，制定全市电子证照标准规范，建设市级电子证照管理系统，利用公民身份号码作为公民唯一标识，统一社会信用代码作为企业和其他法人组织唯一标识，建设电子证照库，实现群众办事“一号”申请，采用大数据存储和分析技术，有效加工整理存量和增量电子证照信息，避免重复提交办事材料。实现“一次生成、多方复用，一库管理、互认共享”。In accordance with the power lists and responsibility lists, comprehensively sort out and compile the directory of electronic government certificates, formulate unified municipal standards and specifications for electronic government certificates, and build a municipal-level electronic government certificates management system.
