This electronic system carries out full-process management over non-tax revenues including administrative and institutional fees, confiscated revenues, and revenues from state-owned resources. It covers multiple business modules such as project maintenance, supervision and management of collection units, multi-channel electronic payment and electronic fiscal receipts, automatic fund clearing and treasury remittance, intelligent account reconciliation and accounting, as well as monitoring and analysis. The system aims to achieve the management principles of "controlling fees via receipts, separating collection and payment, and decoupling of revenue and expenditure", so as to improve the efficiency of revenue collection and administration, standardize fund management, and enhance financial overall planning capabilities.
