tzOCO, the OCO Time Zone Database: every country's clock history, and the documents that confirm or correct it

Tested against each country's own documents, the world's time table fails far more often before 1991 than after. Every phone, computer and airline uses one table of when each country changed its clocks: the IANA Time Zone Database. For the years before 1991, its file headers name a commercial atlas as the default source, and say it cites no sources. Where the table is wrong, no device says so. tzOCO reads that table against each country's own documents, one territory at a time. One record per territory lists every moment a zone moved. Each answer comes from the act, gazette or daily of record, in the original language, and is graded. What was not checked is written down. Where the two disagree, the fix is a patch in the database's own format, written for the IANA tz list and shipped in this deposit's clock once it applies to the release. What it found. In the countries read so far, the table and their laws disagree for more than a century of civil time. Millions of people were born inside those hours. An hour turns the sky fifteen degrees, on average half a sign, so about half of them get the wrong rising sign. The README's census gives this version's figures, against IANA release 2026c. What it claims. Every territory was scanned against the documents reachable on this version's date. Every discrepancy found by then is in archive.json, with its document. Each finding is dated here, and dated again on the tz list once sent. A record is not a check. The count is a floor, not a finish, and rises with every version. Every territory is listed. territories.tsv names all of them: how far each reading has gone, its mark, its page, and its own DOI once that deposit is published.
