Data and code for: Below-cost gas in Kazakhstan: Reference prices, hidden transfers and the path to cost recovery

Data and code for the study "Below-cost gas in Kazakhstan: Reference prices, hidden transfers and the path to cost recovery". The study measures the gap between Kazakhstan's regulated domestic gas prices and three reference prices (cost of supply, export netback and import parity) for 2023 to 2025. The deposit holds the public inputs as text extracts and tables: price orders and pricing rules, QazaqGaz Aimaq retail price tables and purchase reports, 107 hand-keyed company items with page references, and macro series. Python scripts a3_00 to a3_14 rebuild every table, figure and test result. The pre-specified analysis plan with its change log and a ledger that links each number of the study to the file that produced it are included.
