Codebook and Atlas.ti dataset on policy challenges in Colombia's bioeconomy transition

This dataset accompanies a systematic literature review of the policy challenges hindering Colombia’s bioeconomy transition. Between July 2023 and February 2025, we conducted searches in Web of Science, ScienceDirect, Springer Online, Taylor & Francis, MDPI, Scielo, and Dialnet, complemented with expert consultations and citation tracking. In total, 77 studies (44 in English and 33 in Spanish) were included for analysis. Quotations describing challenges were extracted and coded in Atlas.ti, using seven thematic categories: fair knowledge creation and exchange; funding; infrastructure and technology; institutional framework; stakeholder engagement; sustainable production, value creation, and market access; and political and economic structures. The dataset contains four files: (1) a codebook with definitions and inclusion/exclusion criteria for each category; (2) the Atlas.ti coding output of quotations; (3) the full list of references analysed; and (4) an Excel co-occurrence table exported from Atlas.ti and showing relationships between categories. Together, these materials provide a transparent account of the coding process and support the exploration of how policy challenges interconnect into broader systemic barriers. This dataset contributes to advancing research on the governance of sustainability transitions and offers a resource for scholars, policymakers, and practitioners interested in the bioeconomy in Colombia and beyond.
