Coding table: core-curriculum clauses in Israel's coalition agreements, 2013 to 2022

Coding table for a document-analysis study of the coalition agreements that formed the 33rd, 34th, 35th, 36th and 37th Israeli governments (2013, 2015, 2020, 2021, 2022). One hundred and one education commitments are coded by domain (core curriculum, funding, recognition, status of Torah study), phrasing (operative, declarative, status-preserving), target date, implementing document, implementation status and verification level. Final version after a second coding of all rows by an independent coder (first 69 rows: domain 97% agreement, Cohen’s kappa 0.96; phrasing 90%, kappa 0.84 under the revised codebook; 32 added rows: phrasing 100%, domain 97%, kappa 0.94) and reconciliation. The summary sheet records the reconciled decisions. Version 2 (1 September 2026): 101 rows, five governments, including the two education annexes to the 2022 agreements and the Shas and United Torah Judaism agreements of May 2020; second coding complete for all rows. The coding sheet is in Hebrew; an English row-by-row rendering with the same row numbers is supplied as Supplementary Table S1 with the article.
