对困难重度残疾人家庭进行无障碍改造（以下简称家改），是国家“十四五”规划102项重大工程之一，是以“小切口”解决困难重度残疾人“大烦恼”的民生实事，是完善残疾人关爱服务体系的生动实践，是缓解居家照护压力、解放家庭劳动力、提高残疾人生活质量的一项重要民生实事。无障碍改造，改造的是残疾人家里的设施，改变的却是残疾人的生活。

Accessible renovation for families of persons with severe disabilities in financial hardship (hereinafter referred to as "home modification") is one of the 102 major projects outlined in the national 14th Five-Year Plan. It is a people's livelihood initiative that resolves the "pressing predicaments" of persons with severe disabilities through "small-scale targeted measures", a vivid practice to improve the care and service system for persons with disabilities, and a key people's livelihood measure to alleviate the pressure of in-home care, unlock family labor resources, and enhance the quality of life of persons with disabilities. What is renovated are the facilities within disabled persons' homes, yet what is fundamentally transformed is the lives of persons with disabilities.
