"The objective of Systems Evaluation Branch monthly precipitation program is to monitor the quality of precipitation forecasts from NMC's operational models. In order to maintain a reasonably current evaluation program and produce a meaningful verification system, station networks were carefully selected and quality control procedures established. John M. Horodeck archived station precipitation observations and operational model forecasts and designed the verification system. Phil Hovey was originally responsible for quality control, Chuck Burley continued it and more recently Joe Johnson has assisted in all phases of evaluation"--Introduction Robert Hirano. "May 1982."
