This repository supports a study of legislative modification in China’s National People’s Congress (NPC), challenging the view that authoritarian legislatures merely rubber-stamp executive decisions. The study analyzes 133 bill–law text pairs enacted between 2008 and 2023 and employs an improved minimum edit distance algorithm to quantify within-bill textual change and examine how party attention, public concern, and bureaucratic fragmentation shape legislative modification. The repository provides replication materials, including Python scripts for text comparison and Stata/R code for statistical analysis, enabling reproduction of the computational and empirical workflow.
