VPRS 11939 Submissions to the Natural Resources and Environment Committee of Cabinet, Cain/Kirner Government

This series includes submissions to the Natural Resources and Environment Committee of Cabinet during 1986. The second submission to the Committee outlined the Committee's role as being to supervise the implementation of the State Conservation Strategy, to continue the work of the Cabinet Task Force on Salinity and to serve as a forum for cross-portfolio issues. It is not clear when the Committee ceased to operate, although by 1989 it had been replaced by a Rural Affairs, Conservation and Environment Committee. Although the submissions in this series were created solely in the period this government was led by John Cain, the series title is attributed to the government led by Cain and his successor as Premier, Joan Kirner. This was done to facilitate the identification of all Cabinet series created by this government. Cabinet Recordkeeping prior to 1982 Although a system of Cabinet Government is thought to have operated in Victoria since the commencement of responsible government, very few records relating to Cabinet meetings prior April 1982 were created. Submissions such as those in this series were not created. Most of the pre April 1982 cabinet records can be found in VPRS 11935. Cabinet and Cabinet Committee Recordkeeping since 1982 In April 1982 the Labor Government led by John Cain was elected. The new government established the process for the creation and distribution of Cabinet records. A Cabinet Office was created within the Department of the Premier and Cabinet to operate as a Secretariat.  This government also established a number of standing and ad hoc committees which examined and reported to Cabinet on particular issues. Cabinet Committees used submissions as a means of bringing matters to Committee in a similar manner to the full Cabinet. Submissions were lodged with the Cabinet Office and distributed to Committee members prior to the meeting. The Cabinet Office also assisted in preparing agendas for Committees and recording their decisions, although the exact practice varied between different Committees. In many instances the deliberations of a Cabinet Committee were written into the form of a submission to the full Cabinet. These submissions may be found in VPRS 11944. Subsequent Series In January 1987, as a result of the introduction of a computer system for registering Cabinet submissions, the practice of filing the submissions of each Committee separately was abandoned. Thereafter submissions to the Natural Resources and Environment Committee and all other Committees were numbered and filed in the same sequence as submissions to the full Cabinet. They will therefore be found in VPRS 11944 Cabinet and Cabinet Committee Submissions, Cain/Kirner Government.

1982年以来的内阁及内阁委员会档案管理
1982年4月，约翰·凯恩领导的工党政府当选就职。新政府建立了内阁档案的编制与分发流程，并在州长及内阁部（Department of the Premier and Cabinet）内设立内阁办公室（Cabinet Office）作为秘书处开展工作。

该政府还设立了若干常设委员会与特别委员会，负责对特定议题开展审议并向内阁提交报告。内阁委员会以呈件作为向委员会提交议题的载体，运作逻辑与全体内阁会议一致。呈件需提交至内阁办公室，并于会前分发至各委员会成员。内阁办公室还协助筹备委员会会议议程并记录会议决议，但各委员会的具体实操流程存在差异。在多数场景下，内阁委员会的审议结果会以呈件形式提交至全体内阁会议，这类呈件可在馆藏编号VPRS 11944中查阅。

后续档案系列
1987年1月，随着用于登记内阁呈件的计算机系统投入使用，按委员会分别归档呈件的做法被废止。此后，提交至自然资源与环境委员会及其他所有委员会的呈件均采用与全体内阁呈件一致的编号规则与归档序列。因此，这类呈件可在《凯恩/基纳政府内阁与内阁委员会呈件》（VPRS 11944）馆藏中查阅。
