实现防洪排涝相关数据的汇聚能力，实现主要涉水数据的汇聚与应用，解决因涉水核心数据缺失对洪涝预报业务的影响；提升监测感知能力，实现重要河道断面和中型水库的水情采集覆盖，解决贾鲁河流域重要河道断面水情信息缺失的问题；提升洪水预报能力，实现市域内14座中型水库和重要河道断面的洪水预报，实现对重要河道和重点区域进行洪水演进淹没推演；提升防汛调度能力，实现主干河道及水库群的联合调度；提升河湖监管能力，利用遥感自动解译技术实现河湖问题快速识别，解决目前人工解译效率低下等问题。
