Punctuated Equilibrium Theory (PET) posits that policy-making is generally characterized by long-periods of stability that are interruped by short periods of fundamental policy change. The literature converged on the measure of kurtosis and L-kurtosis to assess these change patterns. In this letter, we critically discuss these measures and propose the Gini-coefficient as a (1) comparable, but (2) more intuitive, and (3) more precise measure of ‘punctuated’ change patterns.
间断均衡理论(Punctuated Equilibrium Theory, PET)认为,政策制定整体呈现长期稳定的状态,其间会被短暂的根本性政策变革所打断。学界普遍采用峰度(kurtosis)与L-峰度(L-kurtosis)来评估这类变革模式。在本学术短讯中,我们对上述两类测度方法展开批判性探讨,并提出将基尼系数(Gini-coefficient)作为兼具(1)可比较性、(2)更强直观性与(3)更高精准性的“间断式”变革模式测度指标。
