This study introduces the Zero Consumption Real Estate Vacancy Identification Method (ZCREVIM) and applies it using georeferenced electricity usage data from Belo Horizonte, Brazil, provided by the Companhia Energética de Minas Gerais (CEMIG). The method identifies potentially vacant properties by applying two spatial analysis models that process data based on both absolute and relative numbers. I tested the method at both the municipal scale in Belo Horizonte and the local scale in the Centro neighbourhood. On 21 August 2019, CEMIG supplied anonymised data detailing the billing status of energy meters in Belo Horizonte as of June 2019. This data, owned by CEMIG, cannot be made publicly available as it was provided solely for this research, following an official agreement with the Universidade Federal de Minas Gerais (UFMG). I also gathered data from the 2010 Brazilian Demographic Census to create maps that supported the evaluation of ZCREVIM. These maps assisted in analysing the results from processing the electricity consumption data provided by CEMIG. I collected geographic data from the open-access portal BHGeo to construct both the base map of Belo Horizonte and the Centro neighbourhood. Lastly, to assist in analysing the Centro neighbourhood results, I used data that identifies the typology, use, and occupation of the plots of land, obtained from BHGeo, and the Register of Protected Heritage Properties in the Municipality of Belo Horizonte, made available by the Belo Horizonte Mayor, accessed on 01 March 2021.
