Mental health is a critical driver of productivity, employee well being, and overall organizational success within Kenya’s public sector. Despite a progressive policy framework that includes the Mental Health Amendment Act 2022 and the National Guidelines on Workplace Mental Wellness 2024, implementation remains inconsistent and weak. The missing link is sustained leadership commitment. Workplace mental health reforms often stall when senior leaders fail to demonstrate visible and continuous support. In such cases, policies risk becoming symbolic rather than practical tools for change. When leaders actively prioritize mental health through resource allocation, enforcement, agenda setting, and role modelling, reforms are more likely to take root and evolve into lasting institutional practices. The sharp rise in counselling cases among civil servants from 4,000 in 2020 to over 14,000 in 2023 highlights the urgency of the issue. Evidence consistently shows that reforms succeed when leadership takes ownership. Leadership commitment shapes organizational culture, normalizes conversations around mental health, strengthens accountability, and secures the funding necessary for meaningful action. This study argues that mental health must be embedded within performance management systems to drive real change. Integrating wellness targets into performance contracts, appointing wellness champions across ministries, and conducting regular audits with transparent reporting can strengthen implementation. Dedicated budget allocations will support sustainability, while visible endorsement from senior leaders can help reduce stigma. In addition, leveraging technology to enable anonymous reporting and timely responses can improve accountability and ensure that employees receive the support they need.
