Replication package for "From assessment to consent: electricity evidence and mitigation requirements in an Irish data-centre project"
收藏资源简介:
This repository contains the research data, documentation and code accompanying the manuscript From assessment to consent: electricity evidence and mitigation requirements in an Irish data-centre project. The study examines two linked documentary sequences in the planning record for Google Ireland's DC3 data-centre development in South Dublin, Ireland. The first concerns clarification of the proposed facility's electricity-demand assumptions and their relationship to a shared campus grid connection. The second traces changes to recommended renewable-electricity procurement requirements between environmental assessment and final planning consent. The documentary record closes on 9 October 2026. The replication package includes a catalogue of 14 official planning source files, with source locations and SHA-256 checksums; a ledger of 35 located evidence records containing 40 short quoted passages; 11 counter-evidence checks; and a six-question comparison of the information available from initial and final documents against the full assessment-to-consent sequence. It also provides machine-readable tables, bibliographic verification records, figure-generation code and automated consistency checks. The analysis and derived outputs can be rebuilt using Python 3.10 or later. After installing the dependencies listed in requirements.txt, users can run python run_all.py to regenerate the two manuscript tables, Figure 1, the manuscript and the supplementary information. The original third-party planning PDFs are not redistributed. The source catalogue identifies their official locations and archived filenames. Users wishing to repeat source-file integrity and quotation checks must obtain the relevant documents lawfully and run python run_all.py --sources-dir /path/to/archived_pdfs. The package retains records of earlier source checks but does not represent these as newly completed verification. This is a documentary case study. The materials support reconstruction and examination of the recorded assessment and consent process, not causal inference or verification of subsequent environmental performance. Private contractual attachments, measured operational electricity demand and evidence of delivered renewable-electricity procurement are not included.
