Ongoing digital transformation is fundamentally reshaping global labor market dynamics, where information and communications technology (ICT) investment serves as a key catalyst. This study thoroughly examines comprehensive regional-industrial ICT input data from China to clarify the mechanisms and impacts of ICT investment on industrial employment. Our empirical findings indicate that increased ICT investment generally stimulates employment; however, its effects vary across different industries. In high-tech industries, both direct employment growth and the ancillary benefits brought by production scale expansion (i.e., the compensation effect) support employment growth. In contrast, medium-technology industries suffer net employment declines due to the significant substitution effect associated with rising skill costs, while low-technology industries exhibit contradictory outcomes. Furthermore, heterogeneity analysis shows that ICT investment exerts a stronger positive impact in economically developed regions characterized by reduced labor protection and limited government intervention. Spillover effect analysis further reveals that ICT investment generates substantial positive inter-industry and spatial externalities, which particularly benefit high-tech industries while adversely affecting medium- and low-technology industries. These results highlight the necessity of customized digital transformation strategies that must coordinate technological progress with employment security, while duly considering specific industrial and regional disparities.
