This is an accumulative series consisting of records created by the Public Service Personnel Management Review Committee (or Panel) which document the review of public service personnel management function in Victoria.The purpose of the review of the Public service personnel management function was to investigate measures to improve the efficiency and effectiveness of the Victorian Public Service while upholding the principles of merit protection and equal employment opportunity. The committee was in process for eight weeks.The Committee's activities included:Gathering and analysing information on the role and responsibilities of the Public Service Board (PSB) in personnel management and on recent developments in this field in Australia and other countries;Forming working groups to consider particular groups of personnel management functions:* Organisation and Management (State Emergency Service management and development, executive search, staff development, management improvement, incl. management consultancy);* Personnel Structures and Process (recruitment and classification of offices, promotion and transfers, redeployment); and* Protection and Equity (merit protection, Equal Employment Organisation, grievances, discipline);Holding meetings with public servants and public meetings in Melbourne and regional centres (including panel meetings and round table conferences); andCalling for submissions from interested organisations, groups and individuals.The Review Committee submitted the Issues Paper (November 1990), then the Interim Report (December 1990) which set out the issues raised through the review and analysed the ways in which they might be tackled.
