By anchoring physical variables to Stationary Light Theory (SLT) and the Unified Vortex & Entropy Hypothesis (UVEH), this paper resolves this circular logic. We recast electrical circuits as hydrodynamic flows through a superfluid vacuum, governed by the Universal System Rule (2\pi m_0 v^2 r = -c^2). Utilizing the Riemann Stability Clause and topological invariants, we derive rigorous formulations for electronic components as geometric manifestations of vacuum pressure, vortex inertia, and shear friction.
