This dataset captures crimes reported to law enforcement that are determined to be motivated, at least in part, by bias against a person or group based on characteristics such as race, sexual orientation, or religion. Importantly, only incidents classified as crimes under the FBI’s criteria are included, meaning biased actions that do not meet the legal definition of a crime are excluded. Additionally, only biases recognized in the dataset at the time of collection are recorded—for example, hate crimes against transgender individuals were not specifically tracked until 2013. The classification of an incident as a hate crime requires sufficient evidence of bias, such as explicit statements, symbols, or confessions; without such evidence, even crimes likely motivated by hate may not be classified as such.
