Future Land Use Map (Adopted 2021)

The Future Land Use Map (FLUM) is a long-range planning tool adopted as part of the City of Charlottesville Comprehensive Plan on November 15, 2021. The FLUM provides guidance for future growth, redevelopment, housing, transportation, economic development, and community investment decisions. The FLUM is not zoning and does not establish development rights or regulatory requirements. Future land use designations are used to inform planning and policy decisions and may support multiple zoning districts. Zoning regulations and permitted uses are governed by the City's Zoning Ordinance. This dataset represents the adopted 2021 Future Land Use Map and includes future land use designations for parcels and planning areas throughout the City. Purpose To provide public access to the adopted Future Land Use Map and support planning, development review, research, and community engagement.

未来土地使用地图（Future Land Use Map，FLUM）是一项长期规划工具，于2021年11月15日被正式纳入夏洛茨维尔市综合规划范畴。该地图可为未来城市增长、片区再开发、住房保障、交通布局、经济发展及社区投资决策提供权威指导。需明确的是，本地图并非区划管制（zoning）文件，亦未设定开发权限或各类监管要求。未来土地使用标识仅用于为规划编制与政策制定提供决策参考，可适配多个分区辖区。区划管制规则及许可使用类型均受夏洛茨维尔市《区划条例》约束。本数据集对应已获批的2021版未来土地使用地图，涵盖全市范围内所有地块（parcels）及规划区域的未来土地使用标识信息。本数据集的设立宗旨在于向公众开放已获批的未来土地使用地图，为规划工作、开发审查、学术研究及社区参与活动提供支撑。
