中国高新技术企业专利统计数据

2016年1月，我国科技部、财政部、国家税务总局印发修订了2008年首次发布的《高新技术企业认定管理办法》，明确规定了高新技术企业的标准，即在《国家重点支持的高新技术领域》内，持续进行研究开发与技术成果转化，形成企业核心自主知识产权，并以此为基础开展经营活动，在中国境内（不包括港、澳、台地区）注册的居民企业。可见，高新技术企业是我国推进“创新驱动发展战略”的骨干力量。具体企业名单可参见CnOpenData 中国高新技术企业名单数据库。  据其认定标准可知，技术创新及成果转化是“高新技术企业”的灵魂所在，专利则是衡量创新成效的重要指标，企业在专利数量和专利质量方面的表现可作为其创新成效的量化指标。

In January 2016, the Ministry of Science and Technology (MOST), Ministry of Finance (MOF) and State Taxation Administration (STA) of China revised and issued the Administrative Measures for the Recognition of High-tech Enterprises, which was first released in 2008. The measures clearly stipulate the criteria for high-tech enterprises: resident enterprises registered within the territory of China (excluding Hong Kong, Macao and Taiwan regions) that carry out continuous research and development (R&D) and transformation of technological achievements within the scope of the State's Key Supported High-tech Fields, form core independent intellectual property rights (IPRs) of the enterprise, and conduct business activities based on these IPRs. It is evident that high-tech enterprises are the backbone force for advancing China's innovation-driven development strategy. According to the recognition criteria, technological innovation and achievement transformation are the core essence of "high-tech enterprises", while patents serve as important indicators for measuring innovation effectiveness. The performance of an enterprise in terms of patent quantity and patent quality can be used as a quantitative indicator of its innovation outcomes.
