A manufacturing system provides for building staircase assemblies of different design criteria and different building codes. The assemblies are manufactured in an assembly-line manner from one or more centralized manufacturing facilities. Individual projects are shipped to different job sites. The assembly is formed in an off-site， manufacturing facility. The completed assembly obtains a certification to indicate successful building code compliance for the final jurisdiction. The completed stair assembly is disassembled， packaged and shipped to the final building construction site where the assembly can be reassembled and installed. Final installation adjustments， as needed， can accommodate height， width or length adjustments needed to overcome manufacturing tolerances between the assembly and its stairwell.
