Boorowa Floodplain Risk Management Study and Plan Reports

Hilltops Council (Council) commissioned the Floodplain Risk Management Study and Plan for the township of Boorowa. The overall objectives of the Floodplain Risk Management Study (FRMS) were to assess the impacts of flooding, review existing Council policies as they relate to development of land in flood liable areas, consider options for the management of flood affected land and to develop a Floodplain Risk Management Plan (FRMP) which:\r\ni) Proposes modifications to existing Council policies to ensure that the development of flood affected land is undertaken so as to be compatible with the flood hazard and risk.\r\nii) Proposes Flood Planning Levels for the various land uses in the floodplain.\r\niii) Sets out the recommended program of works and measures aimed at reducing over time, the social, environmental and economic impacts of flooding.\r\niv) Provides a program for implementation of the proposed works and measures.\r\n\r\nThe FRMS focuses on Main Stream Flooding from the Boorowa River, Ryans Creek and Ryans Tributary, as well as two major un-named tributaries, Minor Tributary Flooding caused by high flows in the minor un-named tributaries which drain to the aforementioned watercourses, and Major Overland Flow areas which occur in the urbanised parts of Boorowa and its immediate surrounds.

希托普斯议会（Hilltops Council，以下简称“议会”）委托开展了针对布若瓦（Boorowa）镇区的洪水风险研究与规划项目。本次洪水风险研究（Floodplain Risk Management Study, 以下简称FRMS）的总体目标为：评估洪水灾害影响，审查议会现行与易洪区土地开发相关的政策，研讨洪灾受影响土地的管理方案，并制定洪水风险管理规划（Floodplain Risk Management Plan, 以下简称FRMP），该规划需满足以下要求：
i) 提议修订现行议会政策，确保洪灾受影响土地的开发活动与洪水危险及风险相适配；
ii) 为洪泛区内各类土地用途拟定洪水规划水位；
iii) 列明旨在逐步降低洪水所造成的社会、环境及经济影响的推荐工程计划与应对措施；
iv) 拟定拟议工程与措施的具体实施计划。

本次FRMS的研究范围涵盖布若瓦河（Boorowa River）、莱恩溪（Ryans Creek）及莱恩支流（Ryans Tributary）的干流洪水，以及两条未命名的主要支流；同时包含汇入上述水道的小型无名支流因高流量引发的支流洪水，以及布若瓦镇区及其邻近城区内的主要陆上径流区域。
