Inequalities in Presence of a School Funding Formula: The 15-year Free Education Program in Thailand The data used in this paper comes from a combined Public Expenditure Tracking Survey (PETS) and Quantitative Service Delivery Survey (QSDS) organized by UNICEF in 2015-2016. The sample of primary and secondary schools is made of 190 primary and 50 secondary schools, as well as data on student results, teachers and households averaged at the school level.
