Victorian State School Gas Consumption 2008-09

Natural gas consumption measurements at State schools first became available\nvia a pilot implementation of  a whole-of-Victorian-government environmental\ndata system in DEECD in May 2013. While measurements are collected at a campus\nlevel, this dataset aggregates data geographically by Local Government Area\n(LGA). This aggregation not only ensures that individual schools remain\nunidentified, but also presents a summary of overall natural gas usage within\nparticular geographic localities. In addition, median usage is presented\ninstead of average (mean) values to account for extreme levels of consumption\nthat can give a skewed indication of overall LGA usage.\n\nIt is important to note that in this dataset not all LGAs have figures against\nthem: this may be due to insufficient or non-available data (for instance, not\nall schools use natural gas); or in the case where LGAs have a smaller number\nof schools, data may be left out to ensure individual schools or campuses are\nnot identified.\n\n

2013年5月，维多利亚州教育与早期发展部（DEECD）依托全维多利亚州政府环境数据系统的试点部署，首次对外发布公立学校天然气消耗量测量数据。尽管该类数据以校区为单元进行采集，但本数据集按照地方政府区域（Local Government Area, LGA）进行地理聚合。该聚合机制既保障了单个学校的身份不会被逆向识别，同时也能呈现特定地理辖区内的整体天然气使用概况。此外，本数据集采用使用量中位数而非算术平均值进行统计展示，以规避极端消耗量对地方政府区域整体使用情况造成的偏误影响。
