Attachment C 2019 to 2020

Per state law, the Dallas Land Bank is required to update its operating plan annually, which includes the creation of a list of properties that may qualify for the land bank. To qualify for the land bank, a parcel must be vacant (with no structure), or have an unlivable structure with nobody currently living in it. The property must have been delinquent on taxes for at least 5 years and owe more in taxes and non-tax liens than the property is worth. The parcels in this shapefile meet these criteria. Over the next fiscal year, Housing staff will select around 25 properties per month from this list to submit for foreclosure. The legal process will take around 18 months as the courts determine if the property does qualify under state law and is actually abandoned. If the property does legally qualify, it will be brought into the land bank and sold to a developer for the purpose of affordable housing.
