Adapted procedure contract — Development of a PCAET with environmental assessment — Relaunch of consultation

This contract concerns the development of a Territorial Air Energy Climate Plan with environmental assessment at the level of Pays Vesoul — Val de Saône, on behalf of the 5 EPCI members. This is a relaunch of consultation. Since 2012, Pays Vesoul — Val de Saône has been implementing a “voluntary” territorial energy climate plan, which integrated the air component in 2019. To date, in a new health context, which amplifies the scale of the challenges related to energy and ecological transitions in terms of the development of the territory, in particular and to offer a broader and more comprehensive vision of the implementation of a PCAET, but also for reasons of pooling of resources and engineering, the country proposes the development of a “regulatory” PCAET at the level of the territory. The PCAET is a framework document for energy and climate policy and is a territorial sustainable development project whose aim is to combat climate change and adapt the territory to its effects, in order to limit its vulnerability. This tool, both strategic and operational, takes into account the entire climate-air-energy problem around several axes of action: — Reduction of greenhouse gas emissions — Adaptation to climate change — Energy sobriety and energy efficiency improvement — Air quality — Development of renewable energies The PCAET consists of four main phases of development: diagnosis, strategy, action programme and monitoring and evaluation mechanism.
