This research focuses on the procedural rules of the U.S. and EU, key instigators of anti-dumping measures, against China. This study assumes that the anti-dumping investigations are directed in such a way that exporters are discouraged to cooperate with the investigating authorities so that overprotective anti-dumping duties can be adopted. The study primarily relies on fieldwork and accordingly surveys were devoted to the public authorities, WTO law firms and companies that experienced at least one anti-dumping investigation. The dataset includes the surveys designed for WTO lawyers, Chinese exporters and government agencies. The dataset also includes the contact information of the possible participants. The dataset covers responses collected through empirical research as well as other findings to support the hypothesis of this study. Dataset also includes the data management plan and the ethical approval by the HREC.
