DUST Actor-Process-Event Mapping

The Actor-Process-Event Scheme (APES) is a structured relational dataset designed to trace stakeholder participation in policymaking processes. Conducted as part of the Horizon 2020 "Democratising Just Sustainability Transitions" (DUST). It captures who is involved (Actors), when and where participation occurs (Events), and how influence unfolds over time (Processes). The dataset is built through expert coding of official documents documenting participatory procedures and enables network-based visualisation of participation dynamics across both the design and implementation phases of just transition policies. APES is applied across the DUST case study regions (the Bełchatów Area of Transition (Poland), Gotland (Sweden), Groningen Province (The Netherlands), Katowice Coal Region (Poland), Lusatian Lignite District (Germany), Norrbotten (Sweden), Rhenish Lignite District (Germany), and Stara Zagora (Bulgaria).
