The Specially Protected Low Emissions Zone (ZBEDEP) &ldquo; Centro &rdquo District; it was created in development of the Madrid 360 Environmental Sustainability Strategy, to protect human health and the urban environment by improving air quality and reducing the negative effects of motorised traffic. For this purpose, it is prohibited to access vehicles with environmental classification ‘A’ (and therefore cannot obtain an environmental badge), while vehicles with environmental classification ‘B’ and ‘C’ are prohibited from accessing the ZBEDEP ‘District Centro’ only to cross it, although they can do so for parking in a car park for public or private use, or parking reserve located inside it. In any case, the access criteria provide for certain exceptions, which concern residents, businesses and self-employed persons, people with reduced mobility, public services, transport of students to educational establishments and other groups and assumptions. On the contrary, the free movement of vehicles is allowed in all the streets that make up the perimeter of the ZBEDEP &ldquo; District Centro &rdquo; as well as in some streets or sections thereof as detailed in its geographical scope.
